Kayaking in Singapore: A Complete Guide to Where, How, and What It Costs

Kayaking is the most accessible water sport in Singapore. No prior experience is needed. Most outlets are a short MRT ride away. Rentals are cheap. The sit-on-top kayaks at public facilities are properly beginner-friendly. You can turn up at Bedok Reservoir on a Saturday morning with nothing but comfortable clothes and be paddling within 20 minutes.

This guide covers the main public kayaking outlets in Singapore, which activity runs at which location, rates and hours, the certification system, and what to expect on your first paddle. What kayaking covers

Kayaking uses a small narrow boat propelled by a double-bladed paddle. There are two main types relevant to Singapore:

  • Sit-on-top kayaks. The paddler sits on top of the boat, not inside it. Easy to get on and off, self-draining, forgiving of capsizes. This is what public facilities rent by default.
  • Closed-deck (sit-in) kayaks. The paddler sits inside the boat with a spray skirt around the cockpit. More efficient for longer distances and better in rough water. Requires more skill to use safely. Rented at specific PAssion Wave outlets only.

For first-time paddlers, a sit-on-top kayak on a calm reservoir or sheltered coastal waterway is the right starting point.

The People's Association's specialist club for water sports is PAssion Wave (formerly Water-Venture, rebranded in 2015). PAssion Wave runs six outlets across Singapore, split between reservoir sites and sea sites.

Beyond PAssion Wave, Singapore has private kayak operators like Kayak Asia and various outdoor adventure companies that run guided trips (Pulau Ubin, Mangroves at Sungei Buloh, Southern Islands). For solo rental, PAssion Wave is the most accessible option.

Which activity at which outlet

PAssion Wave rents kit for several water sports, but not every activity runs at every outlet. Check before you go.

If you mainly want to kayak, Bedok Reservoir and Marina Bay offer both sit-on-top and closed-deck options. Marina Bay has the better view. Bedok is easier for beginners because the water is calmer.

Operating hours

PAssion Wave outlets run a uniform schedule:

  • Rental hours: 9am to 6pm, Wednesday to Sunday
  • Closed: Mondays, Tuesdays, and public holidays

No Monday or Tuesday operations. If you plan to kayak on a day off, weekends are the busiest. Weekday mornings from 9am to 11am are usually the quietest. Book in advance if you are coming with a group or want a specific slot.

Do you need a certificate?

For sit-on-top kayaks on sheltered water, no certification is required. Walk in, pay the rental fee, sit through a short safety briefing, and paddle. Most casual kayakers take this route.

For closed-deck (sit-in) kayaks and sea outlets, valid certification may be required depending on conditions and the outlet's policy on the day. The standard entry-level qualification is the Star Levels certification (1-Star, 2-Star, 3-Star, and so on), run through the Singapore Canoe Federation's certifying bodies. 1-Star is usually the prerequisite for renting closed-deck kayaks at PAssion Wave outlets.

To get certified:

  1. Enrol in a Star Course at an approved training centre. PAssion Wave itself runs regular Star 1 and Star 2 courses
  2. Complete the theory, practical skills (self-rescue, rolling for higher levels, navigation), and the assessment
  3. Receive the certification card. It is typically valid for 3 years and renewable through continued paddling or reassessment

Rental vs owning your own kayak

For most recreational paddlers, rental is the right choice.

  • Rental at PAssion Wave: usually S$10 to S$30 per hour depending on kayak type and outlet. Paddle, life vest, and safety briefing included
  • Your own sit-on-top kayak: S$500 to S$1,500 new. Needs storage space (2.5 to 4 metres long), transport to the water, plus a paddle and life vest
  • Your own closed-deck kayak: S$1,500 to S$5,000+. Proper storage and transport required. Most owners use a roof rack or trailer

Rental makes sense until you paddle often enough that the per-session cost exceeds the break-even for buying. For most Singapore paddlers, that point sits around 30 to 40 sessions a year. If you only paddle a handful of times a year, rental is always cheaper.

What to expect on a first paddle

  1. Arrive 15 minutes early. Register at the PAssion Wave counter. Show ID. Pay for the rental slot
  2. Safety orientation. Quick run-through of how the boat works, how to hold the paddle, and what to do if you fall off (tip: climb back on from the side, pull yourself onto the boat)
  3. Collect your kayak. Life vest, paddle, and boat
  4. Launch. Staff help push you off the jetty or beach. The first few strokes feel unstable. Within a minute or two you adjust
  5. Paddle. Stay within the designated area. At reservoir outlets that is usually the whole reservoir. At sea outlets, designated zones keep paddlers away from boat traffic
  6. Return to base. Get back by the booked time. Some outlets charge for overruns

A first-time paddler is usually stable on a sit-on-top kayak within 5 minutes and comfortable within 20. The technique is simple. Push with one arm and pull with the other to move forward. Use blade angle and body rotation to steer.

Safety and weather

  • Always wear the life vest. Not a suggestion. If the outlet gives you one, wear it
  • Check weather before leaving home. Thunderstorms are the main hazard. Sessions get cancelled or cut short if lightning is forecast or detected
  • Stay within designated zones. Marked by buoys or signage
  • Tell someone where you are going. Obvious, but often skipped for a "quick" paddle
  • Do not paddle alone at sea outlets. Even sheltered coastal waters can surprise you
  • Sun protection. Singapore sun is brutal on the water. Long-sleeve rash guard, cap, sunscreen
